This free JPG to PDF converter turns photos and scans into a single document. Add your images, put them in the order you want, choose a page size and margin, and download one PDF with every image in place.
Photographs taken on a phone get special handling. Phones almost never rotate the pixels they capture — they store the image as the sensor saw it and record which way up the phone was in a metadata tag, leaving each app to apply it. PDFs have no equivalent tag, which is why so many converters produce documents full of sideways pictures that looked perfectly fine in the gallery. This one reads the tag and rotates the image as it places it.
JPG and PNG go in untouched. A PDF stores JPEG data natively, so those files are embedded byte for byte at full resolution with no second round of compression — the quality in the document is the quality of the original. WebP is the exception, because a PDF has no way to hold it, and the page explains what happens instead.
Nothing is uploaded. The conversion runs in your browser, which matters when the images are a photographed passport, a signed contract or a medical letter — exactly the things people most often need as a PDF and should least often send to an unknown server.

Background
A PDF is a container for drawing instructions, and an image inside one is stored as an object the page draws at a chosen position and size. Converting is therefore not really a conversion at all for most formats: the image data is copied into the document unchanged and the page simply says where to put it.
That is why JPEG in particular loses nothing. PDF supports JPEG's own compression natively, so the bytes in the file are the bytes from your photo — no decode, no re-encode, no generational loss. PNG is carried across too, using the lossless compression PDF shares with it. What changes is packaging, not pixels.
WebP cannot work this way, and it is worth being clear why. PDF has a fixed set of image filters and none of them is WebP, so there is no legal way to place a WebP inside a PDF at all. It has to be decoded and re-encoded into something PDF understands. Doing that as PNG keeps it lossless, at the cost of a considerably larger file — a fair trade for a conversion nobody asked for, but a real cost.
The orientation problem has a different cause and catches almost everyone. EXIF orientation is a number stored alongside a photograph saying how the viewer should turn it before display. Phone galleries, browsers and photo apps all honour it, so the picture looks right everywhere you have already seen it. A PDF image object has no such field, so unless the converter reads the tag and applies the rotation itself, the raw sensor orientation is what lands on the page — and a portrait photo arrives on its side.
File size is the last surprise. A PDF of images is roughly the sum of those images, because nothing is being compressed further. Twenty phone photos at 4MB each make an 80MB PDF, which no email system will accept. That is not a fault in the conversion; it is what the pictures already weighed.

Conversion is quick, and most of what makes the result good or bad is decided in these settings rather than in the images themselves. They are worth a moment each, particularly if the PDF is going to be printed.
The order of the images
Pages appear in the order the list shows, so this is the one setting that determines whether the document makes sense. File managers sort by name, which is rarely the order a set of photographs should be read in.

Page size
A4 or Letter for anything that will be printed or filed; fit-to-image when the PDF is only ever going to be looked at on a screen. Fit-to-image adds nothing around the picture, which is right for screenshots and wrong for a document someone has to sign.

Orientation
Portrait suits most documents and landscape suits wide photographs and screenshots. Mixing them in one file is legal and prints awkwardly, so pick the one that fits the majority and let the rest sit centred.

Margin
Space around the image. Ten millimetres or so keeps content clear of a printer's unprintable edge, which is typically three to five millimetres on a domestic machine. Zero is fine for on-screen use and risks clipping on paper.

Images per page
One is the default and right for documents. Two or four suits receipts, expense claims and contact sheets, where a page per item wastes paper and makes the file harder to flip through.

Image resolution
Nothing is downscaled, so a 12-megapixel photograph goes in at 12 megapixels. That is excellent for printing and unnecessary for a receipt, where the file size is the only thing you will notice.

Handled automatically from each image's EXIF tag. If a picture still arrives the wrong way up, the tag was missing or wrong — rotating the image in your photo app before converting corrects it at the source.

Roughly the sum of the images. Email systems commonly reject attachments over 10 to 25MB, so check before sending and compress the images first if the total is too big.

Whether the text needs to be searchable
It will not be. A converted photograph is a picture of words, not words. If the recipient needs to search, copy or extract text, the document needs OCR after conversion.

The document is on the desk and the only camera is a phone. Photographing it and converting is the whole job, and it is where sideways pages and 40MB attachments usually come from — both avoidable in the settings.
Receipts and expense claims arrive as a camera roll and have to leave as one document an accountant can file. Four to a page turns a forty-page PDF into a ten-page one that is quicker to review and much smaller to send.
Rental applications, visas, loans and grants all specify PDF and often specify a size limit too. Converting photographs of the required documents into one correctly ordered file is exactly the task, and the order is usually part of the requirement.
Handwritten work, whiteboards and pages from books get photographed and then have to be submitted as a single PDF. Keeping the images in reading order and at a size the upload will accept is most of the difficulty.
Progress photographs, damage evidence and delivery notes are captured on a phone and belong in one document per job. Several to a page keeps a long set navigable rather than endless.
Photographed passports, bank statements and signed agreements are among the most common things converted to PDF and the least appropriate to upload anywhere. A converter that runs in the browser removes the question entirely.
Do it properly
Reordering pages in a finished PDF needs an editor; reordering the list here takes one click each. File managers sort by filename, which for a camera roll is chronological and for a scanned set is often meaningless.
A converter places the photograph as it is — it does not straighten, crop or brighten. Two seconds spent lining the page up in the viewfinder produces a better document than any amount of adjustment afterwards.
The PDF is about as large as the images that went into it, so a size problem is an image problem. Reducing them before conversion lets you see exactly what the quality costs, rather than discovering it in a compressed PDF.
JPEG is far smaller for photographs at the same visible quality; PNG is lossless and better for screenshots and text-heavy images. Using PNG for a camera roll is the most common reason a converted PDF is enormous.
Home and office printers cannot print to the very edge, typically losing three to five millimetres. A ten-millimetre margin keeps content clear of that and costs nothing on screen.
One image per page is right for documents and wasteful for forty receipts. Two or four to a page makes the file quicker to review, easier to print and considerably smaller to send.
Converted photographs contain no readable text at all. Where a recipient needs to search or copy from the document, run recognition after conversion rather than assuming the PDF format provides it.
Avoid these
Uploading photographed IDs or contracts to an online converter
These are the most sensitive documents most people ever convert. Use a tool that works in your browser, or desktop software — anything uploaded is subject to a stranger's retention policy, and a photographed passport is not something to hand over casually.
Accepting sideways pages as unavoidable
They are not. Phone photographs carry an orientation tag that PDFs cannot store, and a converter that reads it produces upright pages. If yours does not, rotating each image in your photo app first works around it.
Converting first and then wondering why the file is 80MB
The PDF is roughly the sum of the images. Twenty 4MB photographs make an 80MB document that no email will accept. Resize or compress the images before converting, where you can still judge the quality.
Assuming the PDF will be searchable
A converted photograph is a picture of text, not text. Nothing in it can be searched, copied or read by a screen reader. If that matters, the document needs OCR as a separate step.
Letting the file manager decide the page order
Set the order deliberately. Filename order is chronological for a camera roll and arbitrary for anything renamed, and a document whose pages are in the wrong sequence is the kind of error a recipient notices before you do.
Converting screenshots as photographs, or the reverse
Use PNG for screenshots and JPEG for photographs. The wrong choice either makes text blurry or makes the file several times larger than it needs to be, and both are baked in before conversion starts.
Using zero margin for a document that will be printed
Leave ten millimetres. Printers cannot reach the edge of the paper, so a zero-margin page comes back with its edges clipped — usually noticed only after it has been printed and signed.
